Workforce Solutions Launches New Teacher Apprenticeship Incentive Program

School districts across the Gulf Coast region now have access to new funding and support opportunities through the Teacher Apprenticeship Incentive Program (TAIP), a new initiative launched by the Gulf Coast Workforce Board in partnership with Houston Endowment.

The program is designed to help school districts grow their teacher pipelines by supporting Registered Teacher Apprenticeship Programs (RTAPs) and helping future educators complete their certification journey.

What the Program Offers

Eligible school districts can receive $2,000 for each active teacher apprentice employed through a registered apprenticeship program. There is no limit to the number of apprentices districts can receive funding for.

According to Workforce Board leaders, the funding can be used to support apprenticeship programs in several ways, including:

  • Supporting apprentice wages
  • Covering substitute teacher costs for training participation
  • Strengthening apprenticeship programming
  • Providing additional support for aspiring educators

In addition to financial support for districts, apprentices participating in the program will receive ongoing guidance and wraparound support from Workforce Solutions staff throughout their certification journey.

Supporting Future Educators

During the launch webinar, Workforce Board representatives highlighted the growing need for qualified teachers across the region and the importance of creating stronger pathways into the profession.

“By strengthening the educator workforce, we are investing in future workforces at its earliest stages,” said Danielle Knuts, manager of the Career Pathways Team.

The program includes monthly check-ins, individualized support, and access to resources designed to help apprentices stay on track while balancing coursework, classroom experience, and personal responsibilities.

Officials say the goal is not only to help apprentices complete their programs, but to ensure they enter classrooms fully prepared for long-term success.

Who Can Apply?

Public, private, and charter school districts may qualify if they:

  • Participate in a Department of Labor Registered Teacher Apprenticeship Program
  • Employ active teacher apprentices
  • Support apprentices working toward teacher certification

Districts do not need to sponsor an apprenticeship program themselves to qualify.

Additional Technical Assistance Available

The Gulf Coast Workforce Board also announced that districts interested in launching new apprenticeship programs can receive technical assistance and guidance throughout the process.

Support includes:

  • Apprenticeship program planning
  • Registration guidance
  • Partnership coordination
  • Mentorship structure development
  • Workforce funding alignment

Applications for the program opened May 12 and will be reviewed on a rolling basis.

Workforce Board leaders say the initiative is ultimately focused on reducing barriers for districts and future educators while helping strengthen the region’s long-term educator pipeline.

“This program is about removing barriers so that districts and apprentices can focus on what matters most — high-quality educators and student success,” said Johnny Flores, Senior Planner for Registered Teacher Apprenticeships.
